In the series, their powers really represent their confidence. Saten lacks in confidence, and is thus flipping Uiharu's skirt all the time to make up for it, leading to both wearing long skirts. Kuroko has quite a bit of confidence, and lacks shame, though she chooses to wear the boshuriken on her thigh, both as a distraction, and as a call for attention. Lastly, while Mikoto has a fairly high confidence level, the constant pestering from Kuroko has lead her to become the most interesting subject. In addition to high confidence, her shorts work as a modifier, and allow her complete freedom to wreak havoc.
While the main subjects of the documentary have rebelled or coped reasonably within this environment, the scientists had discovered ways to harness the anxiety generated by the windmills, and then reverse it's polarity. This is modeled after the Uiharu x Saten relationship, which is also reflected in how easily the fully armored taskforces fold.
Japan's vision was the creation of a no-pan army, willing to wreak havoc regardless of trends in neighboring countries/studios. However, this documentary took place well before the Strike Witches era, and even before the Saikano experiment, during which researchers struggled against extra variables introduced by their use of love as a catalyst. Italy caught on, and came quite close to conquering love during Project Gunslinger Girl, but learned that the drugs required to moderate a fratello relationship could not compete with the power of wincest, which was partially driven by neighboring audiences. Despite previous findings, researchers continued, convinced that the transformation of the sefuku was integral to the conversion process.
It was Japan's hope, that one day, researchers could convince Mikoto to shed her shorts and fight along side Kuroko as no-pan warriors. What they didn't foresee was that, just as with the nuclear weapons of the ninetenth century, which they had so desprately atempted to avoid, they wouldn't be able to controll the harnesed anxiety, and that their subjects would ultimately spin out of control.
Now, this tunnel vission has lead the current situation, in which the once famed strike witches run rampant, while the military's latest teams of now out of control magical girls sucumb to the presure of their anxiety. Most scientists have resigned, and are franticaly looking for new methods, but one independent researcher still clings to the old vission of the no-pan warrior. That researcher, is none other than our beloved Homura-chan. She is currently stalking the child Madoka, and hopes to one day strip her of her pantsu, and create the ultimate no-pan goddess.
We can only have faith that her choice to elimiminate most factors early in the process, by choosing the most innocent child, Madoka, will lead to our salvation. If anyone nation is capable of pulling this off, it'd be Japan. God bless Japan. God bless Madoka!
In recent history, "Project Vividred" tried putting girls love on public display and harnessing the energy of public fusion; though, in order to cope with the onset of polygamy and rapid changes in parings, their girls eventually gave in to a new addiction with mayonnaise. Thus, breaking rhythm and the sense of pure shoujo ai fusion. Seeing as shoujo ai was used as the key exasperator, the experiment slowly crumbled.
A few years later, Lady Satsuki of Honnouji Academy, quickly rose to top seitokai, and while drawing on past experiments, has built an environment designed to refine the ultimate seifuku. Inspired by her mother's attempts to suppress the masses by wrapping them in designer clothing, and returning them to the root of sins, Lady Satsuki sought to subvert this notion and benefit from toying with the sins of society.
The Honnouji Academy Experiment's strengths are in refinement of the seifuku, continuous optimization of interaction between host and seifuku, and the academy's choice of an appropriate gambit. The focus has been in keeping environmental influence in an ever escalating state of stimulus, and at the same time maintaining the subjects desire to over come borderline public obscenity. (with exponential payoff) An environment for refinement of the seifuku, not just a setting within which subjects thrive, but it's use as a catalyst and experimental platform. Pioneering development of the seifuku itself to reach the ultimate bond and perpetual stimulus.
During this time, a separate faction, Nudist Beach, had formed in disagreement. Nudist Beach's efforts were once noble, yet in time they lost sight of their original purpose. That very sense of shame that they lost is the power they could harness only for a short burst. Their efforts now lie in maintaining momentum through short explosive converts from current society. While powerful for their size, their group is currently stagnant, and their efforts now go into dark and questionable attempts to use assistive mechanics to achieve stimulus thorough unnatural techniques.
It's not yet clear if Lady Satsuki is entering xantos speed chess or if she will ultimately rely on gambit roulette. Regardless, Matoi Ryuuko is proving to be a promising subject. As Lady Satsuki's choice of gambit, she has shown excellent results. Ryuuko's love for an old man (desire to avenge her father through removal of clothing), and her strong bond with her seifuku are believed to be what's necessary to maintain her path, and while her climax is nowhere in sight, shes bound to go out with a wonderful bang.
We can only hope that the symbiotic relationship between Senketsu and Ryuuko doesn't meet the same fate as the girls of Alien Nine, and that Nudist Beach begins to take example from Kaoru's diary and brings in a factor of love, as they too bear the symbol of no pan warriors.
